Board of Directors
Ana Harvey – Board Chair
Affiliation, CEO – Dupont Underground
Ana Harvey, a seasoned public sector executive, served as President & CEO of the Greater Washington Hispanic Chamber of Commerce, increasing access to capital and contracts for members. She was appointed by President Obama in 2009 as Assistant Administrator for the U.S. SBA’s Office of Women’s Business Ownership.
Talib Shakir – Secretary
Affiliation, Founder & Executive Director — Gateway Consultant Group, LLC
Talib Shakir serves as Director of the District of Columbia’s Mayor’s Office on Returning Citizen Affairs (MORCA), leading the city’s reentry strategy to expand equitable access to housing, employment, and support services for justice-impacted residents. With lived experience, strong government operational leadership, and deep community partnerships, he works to remove systemic barriers, strengthen workforce pipelines, and ensure returning citizens can fully participate in DC’s civic and economic life.
Thomas Penny – Board Director

Thomas Penny, President of Donohoe Hospitality, manages 15 hotels affiliated with major brands like Marriott and Hilton. He oversees strategic planning, operations, and financial planning. With 21+ years at Donohoe, he has achieved notable results in guest satisfaction and profitability. He serves on boards including the American Hotel & Lodging Association.
Monte Pollard – Board Director
Executive Director, Changing Perceptions
Monte Pollard is a respected leader in reentry services and social impact strategy, serving as the Executive Director of Changing Perceptions. With over a decade of experience supporting justice-impacted individuals, Monte brings a systems-level approach to advancing second-chance opportunities. He has led the organization’s expansion through data-informed programming, sustainable partnerships, and a peer-led service model. As a board director, Monte brings firsthand expertise in equity, reentry policy, and nonprofit growth.
